Welcome to Ål in Hallingdal 

General Information

Ål Municipality is one of six municipalities located in Hallingdal valley in Buskerud County. Hallingdal is one of the larger valleys located in the eastern part of southern Norway. Ål has magnificent nature with beautiful mountains, valleys, lakes, and rivers. There are numerous possibilities for both winter and summer activities. The municipality has put great focus on culture and health care, and is the location for both the regional health center and cultural center in Hallingdal.  Ål has a a well developed school system and excellent kindergarten coverage.  Ål is a traditional farming community, but industry and trade is diverse with high competency and steady growth and development. The population in Ål is about 4,700. Most people live in Sundre which is the center of Ål. Rural districts in Ål are Opheim, Torpo, Leveld, Vats, and Votndalen.  

Location

Ål is centrally located between Oslo and Bergen and can be reached by car, train, or bus. The Oslo - Bergen Railway stops at Ål Train Station several times a day and State Road 7 (RV 7) is the main highway and runs through Hallingdal. Many local and regional bus connections are also available. Traveling distance to Oslo is 215 km, Bergen 269 km, and Oslo Airport Gardermoen 227 km.  

Culture and Arts

Ål is a community that has managed to keep both local and Norwegian traditions alive.  This is evident in the preservation of old building tradition and craftsmanship, folk music and national costume, traditional foods, and local cultural activity. The regional center for culture and arts in Hallingdal was built in Ål in 1992. Ål Cultural Center can offer the public local and international stage performances of high international standard, and the Norwegian State Theatre (Riksteateret) touring stage performs at the center. Ål has three church parishes, which is Ål, Torpo, and Leveld. Torpo Stave Church which was completed at the end of 1100 ad, is the last remaining stave church in Hallingdal and one of the most important cultural sites in the region. 

Education

Ål has a well developed school system with four   elementary schools and one secondary school (ungdomsskule). Kindergarten coverage is excellent with five public kindergartens. Ål Junior College (Ål Vidaregåande skule) has campuses in Ål and at Lien, Torpo, and offers studies in health, building and construction, use of natural resources, the service industry, and technical and industrial production.  Ål folkehøgskole og kursenter for døve is a junior college that offer advanced studies for the hearing impaired that emphasizes teaching of the deaf’s culture, language, and history. The school is the only one of its kind in Norway. Ål Cultural School is located at Ål Cultural Center and offer instruction in music, song, dance, theatre, yoga and arts. 

Health Care

The public health care system is Ål is exceptional and includes a large workforce with great health expertise. The municipal health care center offer  long and short term care, dement care, home help aid, physical therapy, psychiatric care, child welfare and special needs services (PPT) and much more. In 1998, the nursing home, Ål bu og behandling, was established as an educational nursing home for Buskerud County. The center is responsible for providing vocational and competence training and research within health and social services, with focus on care in a nursing home. Hallingdal Sjukestugu, a branch under Ringerike Hospital, is located in Ål and has rehabilitation, psychiatric, somatic, lab, and x-ray departments.  

Tourism and Outdoor Life

Ål is a perfect family vacation destination with magnificent nature, beautiful mountains, valleys, lakes, and rivers. There are numerous possibilities for winter and summer activities and something for everyone including cross-country and downhill skiing, horseback riding, hiking, fishing, and bicycling. There are 400 km of prepared cross-country trails.  Ål has a great choice of accommodations ranging from hotels, recreational cabins and apartments, camping, and “old” mountain farms. There are several sports arenas in Ål where soccer, track and field, handball, and other sports activities are practiced.  Indoor and outdoor shooting ranges are also available. Liatoppen skisenter, is the biathlon training center for both Norwegian and other national teams and is host to many biathlon and cross-country skiing arrangements. 

Business and Agriculture

Ål is a traditional farming and forestry community with the largest population of farm animals in Buskerud County. Industry and trade is diverse with high competency and steady growth and development. Building and construction is of great importance in Ål and there are several large firms specializing in architecture, plumbing, carpentry, and consulting. The building and use of cabins for recreational purposes is also important to the building industry in Ål. Industrial parks that strengthen business and trade in Ål are located in Kleivi, Torpo, Gullhagen, and Oppsjø. 

Yearly Events in Ål

Many events and celebrations are held throughout the year in Ål. Among the larger sports events are Bend It, the world’s largest alpine festival for children, Liatoppsprinten, a biathlon event for youth; and Ål Cup, which include a handball competition held in April/May and a soccer competition held in August. The Norwegian Folk music Festival is a yearly event that brings artists from all over Norway performing traditional Norwegian folk music.

Hellbillies, one of the best and most popular bands in Norway, perform at Hallingdal feriepark  every summer and is one of the popular yearly events. The band members are from Ål and the band is best known for their engaging lyrics and use of the Hallingdal dialect in their songs.

SFO – Before and after school program

SFO is a before and after school program for students from 1st to 4th grade, and for students from 1st to 9th grade with special needs. It is also available for these students on non-instructional days such as teacher work days. 

SFO is designated as a safe place for children to spend before and after school; and a place that gives children care and supervision and opportunity to play and participate in recreational and cultural activities. 

SFO is available at all elementary schools and the individual school design their own SFO program according to needs and number of registrations received each year. Opening hours and program fees will therefore vary at each school. 

The registration and application is completed online and the deadline is March 1. 

SFO REGISTRATION FOR THE  SCHOOL YEAR 

School semester in Ål starts in August. The application and registration deadline is 1. December online: www.aal.kommune.no 

Applicants who apply outside of the application and registration period must specify desired start date. Students are then accepted based on current availability. 

ONLINE REGISTRATION 

The registration and application is completed online. The application forms are in Norwegian. 

When to use the electronic application form: 

  • You are a new applicant
  • You have SFO coverage, but want to change SFO location
  • You have SFO coverage, but want to change days
  • You have SFO coverage, but want to add or reduce days
  • You have SFO coverage and want to cancel coverage.

When you apply electronically you will receive a reference number. Please refer to the reference number when contacting the municipality regarding your application. You will also receive an e-mail within 24 hours confirming that we have received your application. 

There are two ways to apply electronically: 

New applicant (Ny bruker)

You may register and create a user identification under Ny bruker. If you select this option you can save a copy of and update your application, create pre-filled personal information, and have an overview of previous applications that have been sent.

After you have registered as a new applicant, you select Logg inn to access the application form.

If you select this option, you can go directly to the application form without registering. You will not be able to create a user identification or save a copy of your application. 

CHANGING OR CANCELLING SFO COVERAGE 

Changing coverage

You may change existing coverage by using the online application. The following are eligible reasons: 

  • You have SFO coverage, but whish to change SFO location
  • You have SFO coverage, but wish to change days
  • You have SFO coverage, by wish to add or reduce days 

Please specify the date the new coverage will begin. Approval will be based on current availability. If you apply for reduction in coverage, the application deadline is one month before the desired change is to take place, and is applied from the first of the month after the notice is received.

Example: If the application is received October 15th, the change will take effect December 1st. If the application is received September 30th, the change will take effect November 1st

Cancelling coverage

You may cancel SFO coverage by using the online application. Please specify the date the cancellation will take effect. The cancellation deadline is one month before the last date is to take place, and is applied from the first of the month after the notice is received. Example: If the notice is received October 15th, the cancellation date will take effect December 1st. If the notice is received September 30th, the cancellation date will take effect November 1st.

Ål cultural school

ÅL CULTURAL SCHOOL 

Ål Cultural School offer instruction in music, song, dance, theatre, and arts; and is available for all children and youth living in Ål. 

The school’s objective is to develop the students creative and artistic talent and abilities, and to give them knowledge and insight in their field of interest and studies. In addition, the goal is to give the students a general understanding of arts and culture. 

The school plays an important and significant role in the community, and has contributed many great talents to both the schools and the cultural society in Ål.

Adult education 

ADULT EDUCATION 

The adult education center in Ål offer courses in Norwegian language and Norwegian society/social studies. The studies are targeted towards foreign residents who are

refugees, asylum seekers, reunited with family, and work immigrants. 

The schools objective is to prepare the students toward a passing grade in Norwegian examination level 2 and 3, written and oral. Ål and HolMunicipalities cooperate and residents of Hol attend classes in Ål. 

Classes in Norwegian language and Norwegian society/social studies are held Monday thru Thursday, from 9:30 a.m. to 2:15 p.m. The school is located at Sundrevegen, in the center of Ål, across from the church.

The Family Counselling Service is for families, couples, single people, young and adults. 

Counselling is available for those who would like to know more about communication skills, conflict solutions, generational gaps, grievance and loss, sexuality, relationships, family relations, and mediation etc. 

We invite you to join us for a conversation. Although we do not perform “miracles”, we work to help you find a solution that will help you and/or your family. 

The counselling service is affiliated with the state church, but it is an independent establishment. It has an operating agreement with the Norwegian Directorate for Children, Youth, and Family affairs.

Hallingdal crisis center for women 

HALLINGDAL CRISIS CENTER FOR WOMEN (HALLINGDAL KRISESENTER) 

HallingdalCrisis Center provides protection and services to women and children who live with domestic violence. The shelter is available 24 hours a day. 

We give protective shelter in acute crisis. We offer counselling for resident at the shelter and others who need help in difficult situations at home. We give direction and guidance and help victims sort through available help through other governmental services if this is needed.

The goal is to help women become independent and take charge of their own life. We put great focus on children security and welfare, and are dedicated to reduce the damages domestic violence can do to children.

BuskerudCounty is responsible for the public dental care and for quality and preventative care for all residents. The objective is to promote dental health and inform what each individual can do to maintain good dental hygiene and health. The following groups are offered regular/free dental care:

  • Elderly, people with long-term illness, and the disabled
  • Youth from 18 to 20 years of age (part of dental plan covered)

In addition to regular fees, the patient will pay higher rates during weekends and holidays.

The public health clinic offer consultation and medical care for youth from 13 to 24 years of age. The office is located at the public health clinic in Ål where medical staff is available for consultation. We also work closely with psychiatric health care. 

You can talk to us about health, wellbeing, depression, diet, psychological problems, harassment/bullying, eating disorder, relationships, contraception, venereal disease, HIV, substance abuse, etc. 

We can also assist you with contraceptive prescription, pregnancy tests, and infectious disease testing, etc.

PUBLIC HEALTH CLINIC FOR INFANTS AND CHILDREN 

The public health clinic gives parental guidance and support to families with infants and children. A home visit is available primarily for mothers who give birth for the first time, but also available for others if needed. The public health nurse will contact the home within two weeks after birth. If you need help or guidance you may contact the health clinic at any time at 32 08 52 90. 

Services 

  • Health checks and routine controls completed by public health nurse and doctor.
  • Guidance and advice regarding breastfeeding, diet, sleep patterns, parental roles, child rearing, etc.
  • Monitoring of the child’s growth and development.

  • Follow-up of children and families with special needs (chronic diseases, development problems, psychosocial problems, etc).
  • Individual follow-up with physical therapist by needs. 

The public health nurse work closely with the child welfare service, kindergartens, and special needs educational services (PPT). 

The public health nurse and doctor will refer patients to other health services, specialists, and hospitals when necessary. 

PREGNANCY/MIDWIFE SERVICES 

All pregnant women are offered medical examinations and guidance throughout the pregnancy. Ål and HolMunicipalities co-operate and midwife on call duty is a shared responsibility.

The pregnancy care service in Ål is collaboration between the midwife and doctor. The medical team perform regular medical exams suited to individual needs. Care is based on cooperation with the patient’s primary care doctor and governmental regulations are followed. 

Target group:

Pregnant women and those who need contraceptive advice. 

Fee:

The service is free. Pregnancy exams and one exam after birth are covered by NAV. 

Make an appointment:

If you are pregnant you can make your first medical exam appointment at your primary care doctor tlf. 32 08 53 50, or with the midwife at the public health clinic tlf. 32 08 52 90. 

Pregnancy courses:

Pregnancy courses are arranged 2 – 3 times per year in cooperation with HolMunicipality. Subjects such as what to expect during and after pregnancy are covered, and sessions with physical therapist are offered.

  • Ultrasound screening during the 17-19th week of pregnancy (ordered by doctor/midwife)
  • Acupuncture offered after the 38th week
  • Contraceptive advice

MEDICAL/HEALTH TEAM FOR ASYLUM SEEKERS AT ÅL STATLEGE MOTTAK 

The medical team give medical services to asylum seekers at the asylum reception center located in Torpo, Ål. The team consist of a doctor and a nurse/coordinator. Translators are available by request. The service is free of charge. 

The team work closely with psychiatric care, the child welfare service, special needs educational services (PPT), physical care services, kindergarten and schools.

          Financial aid       

FINANCIAL AID 

Government supported financial aid is available to citizens to ensure and maintain quality of life to those in need. The financial aid is intended to cover necessary items such as groceries, rent, electricity, and clothing. 

Target Group

People who cannot support themselves through work or other financial means. 

Conditions

It you cannot support yourself and have tried all means, you are entitled to financial aid from the government; but certain conditions have to be met. You must be able to prove that you are qualified, and the following documentation/information may be necessary: 

  • Did you apply for government financed housing allowance?

  • Have you applied for other governmental assistance through NAV, such as insurance/social security?

  • Have you contacted The Norwegian Labour and Welfare Administration (NAV) regarding work or job training/education?

    Complaint procedure

    If you have been denied financial aid, you may write a formal complaint to NAV within three weeks after the decision is received.

    The complaint must be forwarded to the department that made the decision. The case will be reviewed and if necessary forwarded to the county administrator office for final review.

    The complaint must include explanation what changes should be made and why you feel they should be made. The municipality can assist you with the complaint letter.

    The final decision will be made by the county administrator’s office or the municipality, and mailed to you. 

Housing allowance

HOUSING ALLOWANCE 

Housing allowance is a government financed support system administered by the Norwegian Housing Bank and the local municipality. The purpose is to help low-income households with high housing expenses, to obtain, and remain in, secure housing of good standard.
